From your own link the population increased from 17,997 in 2010 to 20,325 in 2020, a gain of 2,328. And the last estimate for 2021 was 21,480, another increase of 1,155. Learn how to fucking read.

New Jersey as a whole, in 2020, was no higher than 54.5% white.

So if you live in Tom's River, NJ, your city is about 35% whiter than NJ as a whole, and basically everyone that lives there is white. Only 1 out of 10 people are not white. I found that very interesting.
