it won't allow me too, if i open in safe mode I get a black bar that runs the length of my screen where those tools should be. it is really odd.

When you start safe mode select the restore toolbars and controls option

done that and all it gives me is a black bar that runs the length of the screen where everything should be.

It is very strange. I have even uninstalled and installed it back still does it!

Make sure when you uninstall you tell it to delete all stored preferences and user data.. maybe create a new ff profile
