It would be great to bring up Josh later on if he is completely healed. But his injury needs rest and rehab more than anything else, so the medical staff needs to 100% sure he's ready.
There are at least two very good reasons to wait before bringing up anyone from IR.
Everything I have read about Doctson's injury is take it slow as possible. Rest and rehab are the only way. The risk of re-injury by bring back too soon is high. Sprinting, sudden start and stops, repetitive running are the worst for this injury. Immobilization for 8 weeks is the best treatment.
Why take the chance? Let him fully heal.
We have so many WR's, what is the point? To justify drafting him high?
Not worth the risk.
The other thing I read about his inure is the more you re injure and do not fully heal, the more likely this will become chronic. This could bother him for the rest of his career if he continues to re injure.
