Tart = prostitute. In this joke the reference being that, once the prostitute started hooking again, she became a tart for the second time. Thus, she was RE-tarted. The otherwise football irrelevant reference was simply meant as a humorous play on words involving the poor spelling used by ridexile in various posts.
