For example, legally blind doesn't always mean total blindness. Some "legally blind" people can pass DMV eye tests with corrective lenses. Another situation: What if someone experienced at a shooting range who used to be able to see clearly, wants to go back with assistance from a friend who is also proficient?

Why shouldn't they have the right to carry? Seems stupid for them to carry but you never know. I'd also say there are laws on the books which would bring discrimination into the picture.
