I know they are trying to avoid too much dead cap space for future years, but is anyone else surprised by the lack of a couple key restructures(ie Williams, Coefield, Bowen)?

Also like the signing of Biggers especially knowing that we don't have the cap space to have made it a ridiculous contract like it might have been years past.

I know he is younger and that his stats aren't up to D Halls in terms of PD and Int.

No, not surprised. The skins have said they'll execute restructures as needed to sign players. Theres no reason to restructure players now and free up cap space until we actually need to sign someone.

that is a big key this year. DHall at 8M, or anywhere near that wasn't worth it, but if we get even similar production at a more reasonable cost, I assume that's a win this year.
