I don't see why the boyfriend could be brought up on charges. The woman made her own decisions, and he could do nothing about it.
Obviously no one thinks she was insane:
"Authorities said they did not know if she was mentally or physically disabled." If you don't know that after 2 years, then she's not insane.
So if she's dumb enough to not get off the toilet, it is her choice. She wasn't breaking the law, nor was he.
Why are we as a country so eager to blame everyone else around us but the actual person involved?

What I didn't see in this report was how heavy the lady was. Just kind of reminds me of one of those 600 pound people that just gives up and stays where they are. Better to park on the toilet instead of sitting in her own filth.
