You actually think, they would let the people in that house, just stroll into the backyard where they knew he was hiding? C'mon man....
Yeah, we're going to lock down the entire city, but we'll allow this guy to stay in his house and go into his back yard where we know the killer is hiding.

Like I said, that sounds more incompetent than the bleeding 19 year old eluding them for so long.
