As for the tanks and nukes, neither are the worrisome part about Korea. They could, in minutes, launch enough scuds to wipe out SK, and while I am sure we would win in the end, the damage they could inflict would be immense. If it came to a land war, it would be much more like Afghanistan, soldiers in mountainous terrain with helicopter support taking out position by position, than Iraq, with tank columns pushing forward.
As it stands now, they have moved more short range missile launchers, along with the midrange ones, and are playing hide and seek with US satellite coverage, and hopefully they will launch a test flight to the middle of the pacific (possibly with a nuclear warhead), declare victory and go back to their village.

They can't wipe out South Korea. What they can do according to experts is launch an assault at the boarder and kill as many as 100,000 South Koreans before getting wiped off the map by the US and South Korean military. Little food and fuel combined with equipment that was old during the cold war gives them little chance to win.
Also consider the 1 million strong NK army could have a large amount of deserters who would view war as a chance to finally escape the country. Many people join the military in North Korea because its one of the few means of being employed and not starving to death. Not because they're dedicated to defending North Korea.
