Actually a bit of a misleading title, as total shootings this year are lower to this point then last year at this time. But they had dropped last year before gun control was enacted as well(http://www.nydailynews.com/new-york/...icle-1.1229273), so I don't think numbers alone mean anything in terms of effectiveness.
