No he won't get a huge deal. The issue is that they're already in two years on Porter, and the roster move that would make the most sense to grab Flowers is to release Porter, in which case, you are paying Porter to not play for you.
You could make an argument for either player being better at this point. Both were top corners last year on defenses that struggled against the pass. Flowers has been almost strictly a man to man guy since he's been in the league, and the Redskins are going to have to play more man this year. But Haslett has traditionally played zone when he isn't bringing pressure, and that leans more towards what Porter has done in his career.
I ultimately don't think one projects to be way better than the other, and if the Redskins were happy with Tracy Porter in March, I'm not sure why they would be dissatisfied with him in June.
