I believe the horse collar rule is only enforced when the individual grabs the collar and then basically drops his weight to the back of the players legs and buckles him backwards pulling him down, I believe you can still grab a player by the collar, you may even pull him down, but you can't jack your body weight on him as you pull him backwards.
