I was going to raise that very game myself but as you can see it's kind of a moot point by now, but the game you are refering to was the opener against the Jets under Spurrier, Ramsey had a big 3rd down conversion run to the left and was pulling away from LB Sam Coward, and at the time many of us were saying although he's not a scrambler persay he does have enough speed to be adequete when the situation presents itself, he's not Brunell in his prime, but he can make a play with his legs, but because he would rather sit in the pocket and make a play throwing, rather than taking off at the first hint of pressure, he get's labled as an immobile QB, he will never be vick, but he has enough to be effecient.
