Suggs is a tall guy and in today's NFL you have to aim at the mid section; Blount I would imagine is a short guy. At least in the angle shown here, Suggs ends up hitting him around the hip area; also the ref blows the whistle just as Suggs is making his tackle, so the play was still live.
