Worse rule? Easliy the arbitrary hands to the face on QB's. Why don't the refs just be honest and reword it to read "Hands to the face of QB's we like"?

Last night Eli has his brow lightly mopped by one of the Bolts LB's and there was a 15 yard penalty. Ramsey has his tenure at the Redskins cut short by a clothesline (where the arm hit his facemask) and he gets diddly......Bitter? Moi?
