Yup. Exactly. What did Harbaugh want the refs to do? Delay putting the ball in play so Baltimore could adjust? Once the ball is in play, that's it. NE can snap it as fast as they desire.
Again, it's up to the refs and Baltimore. As long as prior to putting the ball in play:
(1) NE reports to the refs about the change in eligibility; and
(2) Refs tell D's captain, then
(3) NE can snap the ball once in play.
Are D's given more time to adjust if a OL reports eligible? Do refs delay placing the ball in those situation? I highly doubt it. It's on the D to call a time out.
Harbaugh got caught with his pants down. Simple as that.
