How about all four sucked/suck.

Shanahan was/is obviously a big reason why this team was terrible. Allen was/is a big reason why this team sucks. Snyder was/is a big reason why this team sucks. Griffin has shown more bad than good, so he sucks.

Everyone that has run this franchise for the past 15 years has sucked and still sucks. That is why this franchise is one of the worst franchises in the NFL.
