Emmit Smith and Jerry Rice come to mind, as they dropped out of the top 15 of their draft class because of slower than expected 40 times at the Combine. Smith ran a 4.8 in the 40 at the combine.

I agree, one should draft based on tape, not the Underwear Olympics.
