I think what you are seeing is Scot McCloughan allowing his present scouting staff to either sink or swim. He's evaluating what they are turning into him. So, these guys that the 'skins are re-signing or bringing in for a visit might just merely be Scot's way deciding who stays or who goes on his staff.
Just remember, things aren't going to be perfect this offseason. McCloughan will make some good moves (probably more in terms of the draft and rookie signings), but there will be a lot of evaluating of his own staff. He did say he would go through free agency and the draft with the present scouting staff. So, I would probably just about say that any offseason moves that turn out to be head scratchers will probably just be a result of trusting the opinion of those remaining staff members - who probably won't be here next year.
