Just remember, things aren't going to be perfect this offseason. McCloughan will make some good moves (probably more in terms of the draft and rookie signings), but there will be a lot of evaluating of his own staff. He did say he would go through free agency and the draft with the present scouting staff. So, I would probably just about say that any offseason moves that turn out to be head scratchers will probably just be a result of trusting the opinion of those remaining staff members - who probably won't be here next year.

What you are saying makes no sense.
First of all, there is no need for Scot to allow his staff to screw up any FA signings or draft picks in order to evaluate them.
Secondly, no executive in his right mind is going to sit back and let his subordinates fail at such an important task. He's going to check and re-check every player they recommend. That's because an executive is responsible for what his subordinates do; therefore, their failure is also his failure and his failure is the entire organization's failure, which is unacceptable.
