Alternatively:
(1) Carolina was attempting to limit their expenses, doesn't value CB play as much as it does the front seven, or, on their defense, felt Norman was not the type of impact player to give top dollar too b/c they have some very important players coming up in the next couple of years;
or
(2) In the opening days of free agency, NYG vastly overpaid for a mediocre, 2nd tier (at best) cornerback who was the second choice on his own team but still one of few available on the free agency market that didn't obviously suck.
