The way the Redskins explain it, it's almost a "If you have one, we can't have the other" - So, we pay $$$ for the QB, but then we can't afford a good defense. OR, if we build up the defense, we can't pay a starting QB.

They can do both and they know it. When you hear McCloughan say we have to worry about all 53, that's nothing but posturing to maintain what little leverage they have in the negotiation. They know they're going to have to pony up, it's just a matter of keeping his number lower.
If you see them franchise him for a second year in a row, I think then you can read it as a genuine question in their minds that he's the guy. Until then, consider it nothing but gamesmanship.
