Because the only source I could find is an uncredible SB Nation article that says they can start negotiating after Jan 1st 2017 I will take your word for it.

Counterpoint: How do you know they haven't been negotiating for a month already? I know it's hard but in this day and age it is possible to conduct negotiations in secret. Maybe they already came to a deal and are waiting until after the Super Bowl to announce it.
