I'm not incredibly surprised. Alot of these deals get done on deadlines. Also according to Kiem things pickup during and after the combine when all the agents, gms, coaches and owners are in the same place. It helps set the tone for market value which then allows the players and teams to have a better idea what the market really is not what agent x, player y or team z thinks it is.
