Flacco put together a helluva playoff run in 2012 and received top dollar despite people knowing he is not an elite level QB, since then they have struggled to put together a quality product. There are other variables there for sure and for what it is worth I think Cousins is better than Flacco, and I think you pay Cousins and see what you can do.

I'd rather have Cousins over Flacco anyday. The Ravens have lost games this season due to Flacco. I would not be surprised if he's cut this off-season if his play doesn't pick up. That or they draft a QB and then cut him the following season.
