The stat padding theory is weak at best and mostly classic hater talk. Right from one of the links above:

First, what’s good for Cousins is good for the Redskins. If the quarterback is posting big numbers, it stands to reason the offense is moving and, one would hope, putting points on the scoreboard. Second, if the plays are being called in concert with the offensive coordinator, Cousins isn’t really responsible for the plays at all.
If Smith’s point was that Cousins produces a lot because the Redskins frequently are trailing or are in garbage time, that might be another story. Smith probably should provide some evidence to back that up, though.
