So with the way Scandrick's deal is structured, I read it as an insurance policy taken out against the development of Fabian Moreau. If Moreau develops like his talent would lead you to believe he's capable, then Scandrick would be relegated to slot duty and likely wouldn't trigger those playing time incentives.

But if Moreau (or Dunbar for that matter) can't develop into starting caliber CBs, then Scandrick will play more and thus trigger the incentives.

That second scenario is not good for the Redskins, don't get me wrong. But if Scandrick is relegated to the slot, as would certainly be considered the team's Plan A, then the price is right.
