We also have this. Every year you do the training, pass the test, and sign the form. It's basically liability so if you fuck up you can't say you weren't aware of the rules.
I guarantee the Redskins probably had something similar. Maybe not a yearly form, but when you sign up I guarantee they make you sign something acknowledging the rules. Specifically for cases like this, they will pull out the form and say "see, Santos/etc. signed the form, it's on them for violating the rules." And if worst comes to worst Dan will say he let Allen run business/football ops and it never was brought to Dan's attention. He's covered.
