Yes I think this is a new NFL rule they will now call the "Chamberlain exception" - you can budget some players on your roster to play for $47.50 a game ($47.50 x 16 games = $760.00/season).
The advantage to the rule is that you can save a ton versus your salary cap, but the disadvantage is that you will have one player who will be making so much less than others that it will be hard for him to feel a great deal of self-respect.
The lack of self-respect is compounded by the adjunct NFL rule that requires
these players to wear large patches on their uniform with the letters "CE" for Chamberlain exception. The CE players also will not have their last name on the uniform, but it will also say "CE" where the name is usually emblazoned.
Some miserly owners are already trying to cut costs by stocking their roster with "Chamberlain exceptions." Fans of those teams will know that the management is being cheap though because most of the players will have CE on their uniforms.
