It depends on what they do in free agency.

If they shore up the OL in free agency and don't sign a Veteran CB like Bradberry, then I'd take the top CB, assuming there is one there at 16 and he's rated that high on their board.

If they don't manage to sign a difference maker (or two) for the OL in free agency, I'd take the top O-Lineman - again, assuming there is one there at 16 and he's rated that high on their board.

For me, the O-Line is the priority. I hope they use at least 25% of their draft picks on the O-Line.
