It's legal to buy as many donuts as you want. If you choose to eat them until you die, the fact you can buy donuts did not cause you to eat donuts until you die. You chose to eat them.
Just because something isn't illegal doesn't mean that you can do whatever you want with no repercussions then pass the blame.
So sure, deregulation might have made this (more) possible, but it's nowhere close to the chief cause.
Don't even really think this should be a left/right issue. But should definitely be a case study on how many factors such as regulations (or lack thereof), inflation, interest rates, investment decisions, investment portfolios, overall business bank decisions, etc., can have such an impact on banks that it can lead to them being shut down.
