People are living longer, much longer than when SS was first implemented. Raising the age to receive the max retirement benefit for those that are currently young made the most sense.

Obviously raising the cap alone doesn't solve everything, but it's part of it along with possibly raising the full retirement age (it's already been slowing creeping up), modifying the benefit formula and/or making it means tested.
