Another team would have to put together a real blockbuster deal to pull Williams away from Washington. That's not to say it won't happen, but from the sound of it, Williams would want a personnel situation similar to what Gibbs has here with the Redskins-- meaning as head coach he would have significant control over personnel decisions, and the ownership would be willing to spend whatever is necessary to make those decisions a reality. There simply aren't that many franchises where that situation would work-- at least not with someone with a less-than-stellar head coaching record like Williams's.
I think Williams knows how good he has it here, and I think he's competitive enough that he wouldn't back down from the challenge of filling Gibbs's hallowed shoes when Gibbs retires.

Not sure how true this is, but the fox sports article explicitly states Williams has agreed not to interview this offseason. He has the option to test the coaching market next year though.
