I am sure that a bill can be negotiated that would get the handful of senators needed to pass a bill. The easiest thing would be for Johnson to cut the spending in everything already in the bill and agree to ACA subsidies. A real simple, cheap and ernest compromise. Both parties unhappy but getting something they want.
