I had thought he was from D.C., too, but I read that he is a native of Cleveland:

Upon further research, it looks like he's from both:

Yellow Springs, a town approximately 75 miles outside of Cincinnati, is where Chappelle, a native of Washington, D.C., spent his early teens with his father, Williams, a music professor at Antioch College.
