- Cleveland with O-lineman signings and Joe Jeruvicius
- Washington
- Dallas with LB Akin Ayodele and guard Kyle Kosier, both starters
- Minnesota if they sign Hutchinson from Seattle.
I would add Miami and New Orleans to that list with their upgrade at QB. However, it take a good half season or more before the quarterback is really effective.
