Interesting question. I lived in Mexico City for a year and was srprised by the popularity of the NFL downthere. One guy I worked with was a HUGE Steelers fan, although most Mexicans prefer Dallas, Oakland, and San Fran. The 49ers/Cards game last year was sold out.
One of the major TV stations broadcasts Monday Night Football and throws a huge party at the Hard Rock Cafe every Monday where they have games, prizes, costume contests, etc... I watched the Skins get worked by the Packers with a bunch of Mexican friends, but had a good time. (I later went back to teh same restaurant to watch the US beat Mexico in the World Cup, so all was well).
That said, I still don't think there is enough support to produce a sufficient fan base. Not only that, but I doubt many players would want to live there. I had a great time, but I speak Spanish and I wasn't a millionaire. Kidnappings are real in Mexico City, so they would have to spend a bit on bodyguards, etc...
Maybe they will start in Canada, or Djibouti.
