NFL | Expanded horse-collar rule passes

Bob Brookover, of the Philadelphia Inquirer, reports the NFL vote was 25-7 in favor of expanding the horse-collar rule that was approved last year after Dallas Cowboys S Roy Williams broke the leg of Philadelphia Eagles WR Terrell Owens with that style of tackle. Only two horse-collar penalties were called last season, when the rule prevented defensive players from pulling down offensive players by grabbing the back of their shoulder pads. Now, it is penalty just to grab the back of a jersey on a horse-collar tackle.

Bob Brookover, of the Philadelphia Inquirer, reports down-by-contact calls will now be open to review on instant replay. That suggestion was rejected by the owners last year, but approved by a 27-5 vote Wednesday, March 29. Mike Pereira, the vice president of officials, said 12 plays would have been overturned last season under the new rule. If the ruling is changed by replay, the ball belongs to the recovering team at the spot of the recovery.
