Cooley's rookie deal was for four years and he will get a big payday very soon. Because hes not going to be eligible for RFA, expect the redskins to give him a big money deal (barring a significant production dropoff) either later this year or next offseason.
He's been a good soldier despite outplaying his contract, and the front office will reward him accordingly. Probably won't sniff Davis money though.
