Exactly, That Guy. It's not like his landlord would have suddenly decided to evict the kid without some kind of previous, and most likely repeated, warning. It's pretty clear Taylor was procrastinating in tying up whatever loose ends needed his attention, and that's precisely the kind of irresponsible and immature behavior that this symposium is intended to reduce.
The thing is, a lot of these kids are big-time primadonnas, who have become accustomed to a lifestyle wherein the rules don't apply to them, and anything that is considered a nuisance-- such as a mandatory symposium-- is simply brushed aside. That kind of attitude is what gets so many professional athletes into trouble, and that's why the league is taking such a hardline approach to dealing with it.
Taylor should have had his personal affairs in order well in advance of the symposium, and if he had a pressing matter which needed his attention, he should have notified the league and the team of the situation, and obtained their permission to leave. He did neither, and therefore the fine is more than justified.
