in norway (i think, forget which country exactly) speeding ticket fines are based on your annual income (because they figure richer people wouldn't be detered otherwise), and some people have been hit with fines of up to 440,000 (USD equivalent)... I know a lot of people around here that drive on HOV with only 1 person, and expect to be caught at least once or twice a year, but continue to do so, because the fines aren't big enough compared to saving 10 minutes everyday.
