no, its a listing of links to torrent files, which is a method of distributing data... it works kinda like kazaa or overnet in some ways, but is generally better, as you can grab the files from 200 different people at once.
downloading games for free and using them for more than 24 hours is illegal, but if you're buying a legit copy and just want it sooner, they'll have it before the stores will (usually).
If you do use torrents, get the azureus client from sourceforge.net, as its the one that i'm sure is completely clean of scum.
