Better yet, try to get Green to come to any event that doesnt have to do with HIS charity(even if the even is for kids, skins fans, other charities). He only cares about his charity, and expanding that.
Don't get me wrong, I love what Green did on the field, I have his jersey all that good stuff. He rarely signed/signs stuff for fans, even if they are hardcore.
It is great that he his charity helps people, but it still doesnt mean that he cant be a jerk off the field.

I guess everyone's experience is different. I got his autograph back in '88 as he came out of Redskins Park after practice. while he wasn't bouncing off the walls to give me his autograph, he did give it to me and didn't ask for a donantion. More recently, a good friend of mine who is his neighbor got him to sign a ball for me the year after he retired (so I guess '03?) and my friend sent it to me. No donations were asked for the autograph to the best of my knowledge.
