No, you look at Brunell's per game average because those numbers are more accurately what you expect from Brunell over the course of the game, and compare that to Campbell's performance against Tampa Bay. You can't make any generalization with that, but you can say that he was either better or worse than what you'd expect if Brunell started.
A small sample set is never a good thing, but in the case of Campbell, it's all you have.
