I've seen them in stores like Value City where they sell jerseys with flaws and defects (missing name and/or number or a stripe, no printing on one side, etc). Apparently, these are just mistakes. I'm not sure they're intentionally made.
You can get good jerseys for cheap if you look. I actually had a #83 Redskins jersey as a kid from there with no name on it. It kinda went from a Ricky Sanders to an Albert Connell jersey and if I still had it today, I could call it a James Thrash jersey!
