Ramsey couldn't beat out two limp-armed QBs in Brunell and now Pennington. Just goes to show how far a strong arm gets you in this league. Maybe by his 10th year or so someone will finally be smart enough to give him a "fair shot". After all, he did have a few nice plays 3 years ago.
