Correct if I'm wrong, but I believe most teams do not have preseason games included in their season ticket packages.
So, teams make a significant amount of revenue from extra ticket sales in addition to the fact that players are not paid for preseason games.
I don't know, I might be talking out of my ass right now, but I thought this is why they haven't already cut preseason games.

Pre-Season games are part of the season ticket package to include pricing. At least for the SKINS.
