I think it's more of crazy people doing horrible things than the deterioration of our societal or personal values.
It's really a shame that people take Nietzsche's philosophy and twist it. Much like people twist Charles Darwin's Natural Selection theory to "survival of the fittest" to justify their own cause and beliefs.
For some unknown reason (well, probably for personal gain) people (i.e. Ann Coulter) seem to confuse (purposefully)
Nihilism with Nietzsche's philosophy. Ann Coulter is a perfect example of "total eclipse of values" in the context of "
Will to Power"
theory.
Do a quick search for "values" in the following books by Nietzsche if you really want to know what his take on values are.

p.s. Personally, I think we are all born with values. That is to say, values are not derived from religion.
