A mobile QB can be hard to protect since you don't know where he's going to be all the time. It's hard to maintain a pocket when the QB doesn't want to stay in it.

I'd guess that Vick brings a lot of sacks on himself by scrambling around and not getting rid of the ball quickly enough.
