If you look at Campbell's video after the game he seems like he's slightly pissed off about the hit. His reaction is subtle, but JC isn't a particularly emotional guy, so something subtle could mean a lot.
These rules are in place to protect the QB, and the hit was probably more of a negligent hit than a dirty one.
He should be fined, but not suspended. I don't want to sit here and be an armchair judge on the situation, because it's a very dynamic game and some things are unavoidable, but that his was too low to do nothing about.
